Job Description

Job PurposeJobholders at this level carry out specific tasks independently but are subject to close supervision. They research, collect and analyze information, draft reports and documents, participate in specific meetings and develop their own professional expertise.They undertake simple operational activities including conducting research, benchmarks on required Treaties topics based on set guidelines and criteria, developing periodical reports in compliance with set schedules to support the team with needed information for potential new Tax treaties establishments.Roles And Responsibilities Support and provide legal advises on all the topic concerning international cooperation and tax treaties if required Advise on updating international tax matters and its implications on KSA Conduct research, benchmark countries, and evaluate current trends to come up with potential Tax treaty possibilities with based on defined criteria and guidelines Prepare assessment, research results and first draft analysis related to target countries based on feasibility and impact from a legal standpoint Coordinate with International Relations and Treaties functions to shortlist and select treaties that have the greatest strategic significance to ZATCA and highlight results for dissemination Liaise with International Relations and Treaties functions regarding treaty model, scope, and objectives, highlight focus areas and amend model if needed to fit target countries needs and the Kingdom’s interests Handle the development of Tax treaty proposals based on pre-defined templates and international collaboration guidelines Draft finalized treaty model based on the negotiations outcomes and agreements ensuring alignment with both parties' requirements and ZATCA standards Develop/Update Tax treaties agreement templates, forms, and tools Hold discussion groups to review, finalize and provide legal support in drafting Tax treaty agreements and contracts Ensure domestic laws, regulations, policies, and rules are aligned with the international taxation policies and treaties, and are submitted to Policy and Legislative Affairs General Manager for endorsement. Support International Relations and Treaties functions in the communication and negotiation of treaty terms and conditions with targeted country representatives Implement Tax treaty ensuring compliance with agreed-upon terms, highlight deviations, and develop action plan for corrective and improvement purposes Report Tax treaty conflicts, and when needed, establish methods and procedures for resolving treaty disputes Oversee and manage tax treaty ruling requests from relevant parties in coordination with Legal Advisory and Policy and Legislation departments Conduct Tax treaty agreement due diligence on relevant countries to ensure that taxes are calculated accurately for firms that aim in entering the Kingdom’s (private) market Assist in treaty negotiations and providing support before, throughout and after treaty negotiations period Work on optimizing the Tax treaties database system and manage the performance of periodical health checks to ensure optimal functionality and accessibility Prepare periodical reports highlighting lessons learnt, conflicts and improvement actions Develop action plans, committee workshop material, technical material, committee output material, and/or any submissions to committee or fora and raise to Tax Treaties Director for review and approval Provide the required support during the collaboration efforts preformed between Tax treaties and other ZATCA functions, to ensure readiness for the participation in international committees and fora Conduct detailed review of the technical and legal material related to the outputs of the attended related international committees, meetings, working groups, peer reviews and fora, ensuring outcomes and commitments are in line with tax legislations, policies, national practice Participate in meetings, review minutes of meetings, provide input and follow-up on the implementation of agreed upon action plan for assigned period of time. Extract lessons learned and develop related reports to Tax Treaties Director for decision making purposes Follow all relevant policies, processes, and standard operating procedures so that work is carried out in a controlled and consistent manner Study and provide suggestions to help enhance the quality and operational procedures in place Help in solving escalated problems and provide needed support for junior team to ensure work is carried out in an efficient manner Escalate complex problems to the relevant person to ensure cases/issues are closed properly Perform other duties as requested Train junior staff on the different job activities to ensure transfer of know-how, when applicable Provide clear direction, prioritize tasks, assign and delegate responsibility, and monitor the workflow of subordinates/ junior staff Support junior staff or direct reports in order to execute their duties according to set policies and processes Participate in meetings, and enhance meeting inputs Job Qualifications And Requirements1-2 years of relevant experienceBachelor’s degree in Law or equivalent is required
